All studies indicate that the number of unemployed in Lebanon before October 17, 2019 was about 350,000, or 25% of the workforce. As a result of the paralysis that Lebanon has experienced since then, which has been exacerbated by the outbreak of the COVID-19 pandemic, about 80,000 individuals were dismissed from work and this increased the total number to 430,000, or 32%. All the indicators and the economic conditions Lebanon is experiencing imply that the number of unemployed people in the coming months could reach to about 1,000,000, or unemployment rate of 65%. Unless there are strategic and rapid actions to resolve the matters in stake, this high number will definitely be at risk of being achieved.


Due to the high unemployment rate in the country and our belief in human right to decent work, NOUSHAREK initiated a program called “Sustainable Livelihoods”, which aims to reduce vulnerability and enhance flexibility in crisis-affected communities in Southern Lebanon towns and enable them to rely on themselves for sustainable livelihoods. The program is also concerned with the development of domestic tourism due to its importance in increasing tourism investments and income for local communities and thus sustaining economic development in rural areas.

Achieving the Sustainable Development Goals:

The program is expected to contribute to achieving eight of the Sustainable Development Goals:

  • Goal 1 “No Poverty”
  • Goal 2 “Zero Hunger”
  • Goal 5 “Gender Equality”
  • Goal 8 “Decent Work and Economic Growth”
  • Goal 9 “Industry, Innovation and Infrastructure”
  • Goal 10 “Reduced Inequalities”
  • Goal 11 “Sustainable Cities and Communities”
  • Goal 17 “Partnerships to achieve the Goal”

The general objective:

“Enable crisis-affected communities to better manage and prevent risks to increase flexibility and self-reliance”

Special objectives:

  1. Improve community livelihoods, productive assets and food security.

The recent economic recession in Lebanon, which is accompanied by an unprecedented large increase in unemployment rates and the near absence of new job opportunities, has forced everyone to search for innovative and non-traditional ways to earn a decent livelihood. This crisis is evident in rural areas due to the concentration of most of the large companies in the capital and its suburbs. Therefore, it is necessary to provide adequate trainings for individuals to develop skills and build new capacities enabling them to innovate new ways of earning and run income-generating projects in order to enhance their independence and self-reliance in securing a decent life for themselves and their families. In this context, NOUSHAREK is keen to encourage individuals to profit and utilize resources in a sustainable manner and focus on projects that will increase the productivity of agricultural crops in order to improve food security and self-sufficiency.


  1. Strengthen the capacities of communities and local authorities to respond to public needs, taking into account vulnerable groups and gender-equality.

Lebanese municipalities face many challenges that diminish their ability to provide public services as required. Therefore, NOUSHAREK seeks to cooperate with the municipalities located in Southern Lebanon to increase the effectiveness of their ability to respond to local needs, and to invest in economic development projects, which enhances the factors of stability and flexibility in the local community. The association aims to target vulnerable groups such as the unemployed, the less fortunate and others, taking into account the principle of equal opportunities between the sexes to eliminate gender discrimination.


  1. Develop domestic tourism in the villages of Tyre district with the aim of enabling rural communities to expand their incomes.

We seek to highlight the touristic and heritage aspects of the rural areas in Southern Lebanon, enlighten citizens of their landmarks, and organize tourism programs for this purpose. The most important characteristic of this program is the involvement of the local community, especially the youth and women, and the expansion beneficiaries, which contributes to the sustainability of the economic development in rural areas, while preserving the cultural heritage, biodiversity, and life support systems in the region.
